Muhammad Jawad Akhtar

Muhammad Jawad Akhtar is a highly experienced maritime strategist and policy expert with over three decades of service in defense, maritime governance, and economic development. He has held leadership roles, including Senior Specialist Maritime at the China-Pakistan Economic Corridor (CPEC) and Advisor on Maritime Affairs at Pakistan’s Ministry of Planning, Development and Special Initiatives where he provided strategic guidance for maritime policy formulation and implementation and led major infrastructure projects in collaboration with global organizations like the World Bank, UNDP, and JICA.

A veteran of the Pakistan Navy, Akhtar has served in multiple key positions. His naval career has been marked by strategic planning, maritime security operations, and capacity-building in maritime training and governance. He has also been involved in academia, serving as Head of the Maritime Operations Training Centre.

Akhtar is an accomplished researcher and author on maritime security and coastal development strategies. His published work includes research articles and a book, titled “Ilm-o-Aghai”, which presents a counter-narrative of activities and actions in back-drop of terrorism, 2014. Continuing to influence maritime policy, Akhtar is dedicated to promoting sustainable development and security cooperation in the maritime sector.
