About the Book

An extraordinary positive aspect of Pakistan’s politics is that despite repeated deviations from the Constitution, this act has never been collectively viewed favorably. Thus, the struggle to end the deviation and restore the suspended Constitution and enforce it in its true spirit has been a constant and enlightening chapter in Pakistan’s political journey. As a result of this struggle, the Constitution which was unanimously adopted in 1973 is still in force today despite two long periods of martial law and military rule. The book under review contains a number of essays in this regard which tell the story of the political and parliamentary struggle that took place, especially during the preparation, adoption and implementation of the 17th Constitutional Amendment. It was the 17th Amendment that paved the way for the 18th Amendment and later the 19th and 20th Amendments. Prof. Khurshid Ahmed, as a member of the Senate of Pakistan, played an active role in all these debates. His speeches on the “Constitution of Pakistan: Deviations and the Struggle for Restoration” cover important legal and constitutional issues regarding national security and politics.

This is the seventh book of IPS’ Press series Armughan-e-Khurshid, which contains speeches and articles of Professor Khurshid Ahmad. The series also includes the following publications:
