ABOUT THE SERIES
Aimed at acquiring tacit knowledge from experienced practitioners of civil services and imparting it to the audience as a food for their thought, IPS LEAD – the learning, excellence and development program of Institute of Policy Studies (IPS), Islamabad is organizing a series of sessions with eminent individuals of national stature titled ‘The Living Scripts’.
The idea behind pursuing such accomplished personalities for these sessions is to create a window for them to share their life-time experiences and knowledge.
These sessions are targeted to help young decision makers and problem solvers on the path of optimum result orientation, enabling them to carve out right options with the help of the knowledge acquired from the experienced individuals.
GUEST SPEAKER PROFILE FOR THE 7TH SESSION
The 7th session of the program will be held with Dr. Ishrat Husain, an advisor to the Prime Minister on Institutional Reforms and Austerity with the status of Federal Minister.
During 2016-17 he was Public Policy Fellow at the Woodrow Wilson Center in Washington DC. During this tenure he produced his latest book “Governing the ungovernable’” which was published by Oxford University Press. He is HEC National Distinguished Professor, Professor Emeritus and Chairman Centre for Excellence in Islamic Finance at the Institute of Business Administration, (IBA) Karachi. He had earlier served as Dean and Director IBA – the oldest graduate business school in Pakistan (established in 1955) between 2008 and 2016. He was Chairman, National Commission for Government Reforms (NCGR) and also served as Governor, Central Bank of Pakistan (1999-2005).
During 1979-99 he was Senior Executive of the World Bank. As Country Director for the Central Asian Republics managed the Bank’s relationships with these countries in their transition from the centrally planned economies to market-based economies.
Carried out as Chief Economist, East Asia and Pacific Region, an extensive review of the Bank’s economic and sector work and analytical studies on East Asian Countries and advised the Chinese Government on external debt management strategy. In his capacity as Chief Economist, Africa Region, assisted the Bank in identifying, formulating, assessing and implementing the economic development strategies and policies for a diverse set of Sub Saharan African countries. Provided intellectual leadership on analysis of key issues such as devaluation of CFA for Francophone Africa.
As Division Chief, Debt and International Finance, helped the Bank Management in analyzing the Latin American debt problem of the 1980s that led to Bank’s participation in the Brady Initiative of Debt Reduction.
As the Resident Representative in Nigeria led the Bank’s Team in persuading the authorities to undertake a comprehensive programme of structural reforms in 1986 such a devaluation of naira, removal of oil subsidies, etc. and then helped the country in formulating and implementing the reforms.
As Country Economist for Ghana, was singly handedly responsible for the shift in economic policy stance of Ghana and in actively helping in the design and execution of the first ever Economic Recovery Programme of 1983.
During 1964-79 he acquired hands-on experience of grass roots development and administration in the field in Sindh province and Bangladesh followed by assignments in the Finance and Planning and Development Departments of the Government.
Author or Editor of 12 books and Monographs, contributor of 15 Chapters in edited books, more than 30 referred journal articles, more than two dozen policy papers and reports for the World Bank on the issues of Structural Adjustment, Poverty, Debt, African Development and Pakistani Economy.
A GLIMPSE INTO THE PREVIOUS SESSIONS
Earlier, the 1st session of the series was held with Syed Abu Akif, Sitaza-e-Imtiaz (Civil) on April 12, 2019, the 2nd session was held with Mr Shoaib Mir, member Federal Public Service Commission (FPCS), Former Chief Secretary, Balochistan, Former Federal Secretary, Federal Education & Professional Training, Government of Pakistan, and Present Chairman, State Life Insurance Corporation of Pakistan, the 3rd session was held with Fazal Abbas Mekan, an officer of Federal Government in BS-22 who retired as a Cabinet Secretary, the fou 4th session was held with Shamim A Khan, ex joint secretary, Ministry of Finance, the 5th session was held with Ambassador (r) Abrar Hussain, whereas the 6th session was held with Dr. Syed Muhammad Junaid Zaidi, H.I., S.I., the founder rector of the COMSATS Institute of Information Technology (CIIT).
