ABOUT THE SERIES
Aimed at acquiring tacit
knowledge from experienced practitioners of civil services and imparting it to
the audience as a food for their thought, IPS LEAD – the learning, excellence
and development program of Institute of Policy
Studies (IPS), Islamabad is organizing a series of sessions, ‘The Living
Scripts’, with eminent individuals of national stature titled .
The idea behind pursuing such
accomplished personalities for these sessions is to create a window for them to
share their life-time experiences and knowledge.
These sessions are targeted to
help young decision makers and problem solvers on the path of optimum result
orientation, enabling them to carve out right options with the help of the
knowledge acquired from the experienced individuals.
GUEST SPEAKER PROFILE FOR THE
11TH SESSION
– Javed Hasan Aly (Former Federal
Secretary, Establishment & Federal Secretary, Environment)
Javed Hasan Aly has more than 40
years of experience in public policy, public sector management and the
education sector. An accomplished civil servant, his vision and expertise in
Public Policy and Human Resource development and management have driven notable
and innovative Government interventions.
Offering a rare blend of creative
and operational strengths, Mr. Aly introduced many exciting turnarounds and
different approaches to regular government issues. His strategic approach to
public policy and development was clearly reflected during his tenures as
Federal Secretary Establishment and Federal Secretary Environment.
While in the Establishment
Division, Mr. Aly paid special attention to capacity development of civil
servants, based on an evolutionary, incremental approach to development of
required skills and sensitization to changing concepts. Along with two other
eminent civil servants Mr. Aly is arguably one of the founding fathers of the
National School of Public Policy (NSPP).
In his assignment as the Senior
Consultant for the National Education Policy Review, Mr. Aly had a significant
impact on the education sector. Using innovation and unprecedented
participatory techniques, he developed a comprehensive and inclusive White
Paper, as a preamble to the revised education policy. This document is
internationally recognized, widely quoted and relied upon for further research.
More recently, he has written extensively on issues of public policy and
governance.
He chaired the Planning
Commission’s Working Group on Basic to College Education, preparing guidelines
for the five year plan (2010-2015). He has been invited to speak on Education
in Pakistan by the Harvard University and Brookings Institution, in U.S.A. He
has served as Advisor to the Planning Commission on Public Policy and
Governance (2011-2012).
Mr. Aly received his Masters and
BA Honors in English from Government College, Lahore. He started his career as
a teacher later joining the Central Superior Services in 1969.

Earlier, the 1st session of the
series was held with Syed Abu Akif, Sitaza-e-Imtiaz (Civil) on April 12, 2019,
the 2nd session was held with Mr Shoaib Mir, member Federal Public Service
Commission (FPCS), Former Chief Secretary, Balochistan, Former Federal
Secretary, Federal Education & Professional Training, Government of
Pakistan, and Present Chairman, State Life Insurance Corporation of Pakistan,
the 3rd session was held with Fazal Abbas Mekan, an officer of Federal
Government in BS-22 who retired as a Cabinet Secretary, the 4th session was
held with Shamim A Khan, ex joint secretary, Ministry of Finance, the 5th
session was held with Ambassador (r) Abrar Hussain, the 6th session was held
with Dr. Syed Muhammad Junaid Zaidi, H.I., S.I., the founder rector of the
COMSATS Institute of Information Technology (CIIT), the 7th session, which was
separated into two sittings, was held with Zafar Qadir, chairman, Taleem
Foundation, the 8th session was held with Chaudhary Muhammad Ashraf, former
chief secretary, AJ&K, the 9th session was held with Shiraz Gul, PS to IPS
founding chairman Prof Khurshid Ahmad who retired from Office Management Group
of Pakistan Civil Services, whereas the 10th session was held with Muzaffar
Mahmood Qurashi, a former federal secretary, Ministry of Women Development,
Social Welfare and Special Education.
